TBB Renewable Energy Commission Convenes to Shape Local Energy Investments
The Renewable Energy Working Commission of the Union of Municipalities of Türkiye (TBB) convened under the chairmanship of TBB Deputy Secretary General Dr. Şengül Altan Arslan. The meeting focused on the role of municipalities in renewable energy investments, current practices, legislative gaps, and the priorities for the new period.
Discussions highlighted energy corporatization and investment models within municipalities. Examples from metropolitan municipalities were shared, particularly emphasizing how district municipalities can establish partnership models within their existing structures. Manisa’s integrated energy management model, covering all its districts, was presented as a noteworthy example. Key challenges such as technical and administrative barriers, as well as the complexity of licensing and net metering processes, were also addressed.
The meeting included evaluations for the upcoming workshop titled “Local Governments and Cooperatives,” scheduled for October. It was also decided to initiate the project preparation phase for energy-themed projects within the scope of the European Union’s Horizon Europe programme.
During the presentation of the “Implementation Guide for Renewable Energy Plants for Municipalities,” all necessary technical, administrative, and strategic steps for local energy investments were examined in detail. Cost-benefit analyses were presented for solar, wind, biomass, and hydroelectric energy sources. Alternative models such as rooftop solar power systems, energy production from potable water lines, and energy storage systems were also discussed.
Additionally, a decision was made to prepare a “Roadmap Guide” for local governments’ energy investments. The guide is expected to cover topics such as consumption analysis, feasibility studies, investment model alternatives, and revenue-sharing mechanisms.
