Dokuz Eylül Üniversitesi Kamu Yönetimi Bölümünde lisans ve yüksek lisans eğitimini tamamlayan Evren Haspolat, Ankara Üniversitesi Siyasal Bilgiler Fakültesi’nde siyaset bilimi alanında doktorasını tamamlamıştır. 2018 yılında siyaset bilimi doçenti olan Haspolat, 2011-2023 yılları arasında Ordu Üniversitesi’nde öğretim üyesi ve 2014-2022 yılları arasında Kamu Yönetimi Bölümü Başkanı olarak görev yapmıştır. 2024 yılından bu yana Türkiye Belediyeler Birliği’nde Belediye Akademisi Müdür V. olarak görev yapan Haspolat'ın çok sayıda kitap, kitap derlemesi, kitap bölümü ve bilimsel makalesi bulunurken, TBB'de yerel yönetimler, siyaset bilimi ve eğitim planlaması alanlarında çalışmalar ve projeler yürütmektedir.
 

Duties

To make and implement the training needs analysis of mayors, council members and municipal personnel and accordingly the annual or longer-term training planning in coordination with the relevant units.
Carrying out the studies to establish a training center that provides continuous training in the field of municipality, in coordination with other units.
Evaluating training demands from municipalities and making training programs for these demands.
To carry out studies such as impact analysis, measurement and evaluation for the results of training and information activities by using scientific techniques, to report them and to make the necessary improvements according to the report results.
To benefit from the knowledge and experience of universities and other institutions operating in this field in educational activities, to carry out joint activities and projects when necessary.
To ensure the preparation of documents and materials for training and information activities in coordination with the relevant units and to make them available to the participants.
To create a pool of trainers who will make presentations in training and information activities, to receive the views and suggestions of trainers about training, to determine and evaluate performance criteria.
To organize events such as symposiums, conferences, panels, interviews, and domestic study visits in coordination with the relevant units.
To carry out joint studies with the human resources and training units of the municipalities and to form commissions in this context in order to carry out training and information activities more effectively and efficiently.
To carry out the library services of the Union and to ensure its development mainly in the field of local governments
To perform other works and duties as assigned by the general secretariat.
