The timeline for the requirement to equip public transport vehicles owned or authorized by municipalities with cameras and video recording devices has been updated. According to the amendment published in the Official Gazette on August 19, the compliance period will now vary between 2026 and 2028 depending on the model year of the vehicles.
The Highway Traffic Regulation had previously mandated that M2 and M3 class vehicles used for commercial passenger transport, as well as public transport vehicles owned or authorized by municipalities, including taxis and minibuses, must be equipped with camera systems and video recording devices. The original deadline for compliance was set as July 1, 2025.
However, many municipalities requested an extension through the Union of Municipalities of Turkiye (UMT), citing technical incompatibilities with existing systems and the high cost of installing new equipment.
UMT conveyed the municipalities' requests to the General Directorate of Security under the Ministry of Interior and provided information on the model years of some vehicles. Additionally, the demands were also shared with the Directorate General for Industry under the Ministry of Industry and Technology.
Thanks to UMT’s initiatives and the positive response from the relevant institutions, the compliance period was revised.
According to the Regulation Amending the Highway Traffic Regulation, published in the Official Gazette on August 19, 2025, the requirement for public transport vehicles to be equipped with tracking and camera systems, video recording devices, and emergency buttons will not be enforced until the date of the first inspection following the deadlines below:
Vehicle Model Year – Deadline
Models from 2023 to 2025 → January 1, 2026
Models from 2018 to 2022 → January 1, 2027
Models from 2017 and earlier → January 1, 2028
The amendment also includes provisions for school service vehicles. Accordingly, school buses registered or to be registered between February 18, 2025, and October 1, 2025, and those already compliant with previous regulations in effect before February 18, 2025, will not be required to meet the new equipment standards until their first inspection after December 31, 2027.
UMT officials expressed their gratitude to all institutions that adopted a constructive approach throughout the process.
