Suat Yıldız was born in Çorum in 1970. He completed his primary, secondary, and high school education in Çorum. In 1992, he graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration.
In 1994, he passed the district governorship candidate exam conducted by the Ministry of the Interior and began his career as a Civil Administrative Officer. In 1996, he was sent to the United Kingdom by the Ministry of the Interior to receive general English and public administration training. After returning to Türkiye, he served as a district governor in Eskişehir-Mihalıççık, Bingöl-Yayladere, Bolu-Mudurnu, Kırıkkale-Delice, Elazığ-Sivrice, Sinop-Ayancık, and Mersin-Bozyazı districts, and as a deputy governor in Tekirdağ and Kocaeli provinces.
During his tenure as a Civil Administrative Officer, he developed projects especially aimed at increasing the school enrollment rates of girls and made efforts to solve the accommodation problems of female students, leading to the construction of many girls' dormitories.
He successfully implemented the Return to Village and Rehabilitation Project (KDRP) and the Project for Supporting Village Infrastructure (KÖYDES) in various locations under the Ministry of the Interior. Through the Cherry Cultivation Project he implemented in Eskişehir Mihalıççık district, he turned the district into one of Türkiye's major cherry-producing centers. His work on the restoration of historical buildings in Mudurnu, titled as the “Mudurnu Model” by the Çekül Foundation, led to the restoration and integration of many historical buildings into urban life and tourism. In Sivrice district, he carried out Türkiye's first juniper tree afforestation project in collaboration with the Çekül Foundation. In Ayancık district, his projects for the restoration of Bakırlı Zaviye village and enabling girls to access education and employment known as the “Strong Girls of the North,” brought significant financial resources to the district.
In 2006, he completed his Master's degree in Public Administration with a thesis titled “Supreme Boards: Departure from Traditional Structure in Turkish Public Administration.” In 2017, he received a series of training sessions organized by the International Organization for Migration (IOM) and participated in a training program at the European Border and Coast Guard Agency (Frontex) in Poland the same year.
On July 12, 2021, he was appointed Deputy General Manager responsible for Administrative and Financial Affairs at İSKİ by the approval of the Presidency. In addition to his current role, he served as the Deputy General Manager responsible for Subscriber Services and Networks from June to September 2022.
He managed search and rescue, debris removal, and support operations as the Coordinator of the Istanbul Metropolitan Municipality Disaster Coordination Center in Sinop's Ayancık district, which was severely damaged following the flooding and landslides caused by excessive rainfall in the Western Black Sea Region of Türkiye On August 11, 2021.
After the earthquake centered in Kahramanmaraş on February 6, 2023, he served as the Coordinator of the Istanbul Metropolitan Municipality Hatay Disaster Coordination Center which was established for search and rescue, aid provision, cleaning, temporary housing, infrastructure and superstructure works, as well as the recovery and reconstruction efforts in Hatay province.
Suat Yıldız who currently serves as a Member of the Board of Directors of the İSKİ Water and Sewerage Administration and as the Deputy General Manager responsible for Administrative and Financial Affairs was appointed Secretary General of the Union of Municipalities of Türkiye on July 16, 2024, with the approval of Mr. Ekrem İmamoğlu, the Mayor of Istanbul Metropolitan Municipality and President of the Union of Municipalities of Türkiye.
