Şengül ALTAN ARSLAN graduated from Hacettepe University, Department of Psychology, in 1987. In 1998, she received her specialization in Public Administration from the Public Administration Institute for Türkiye and the Middle East. In 2000, she completed her Master's degree in Social Psychology at Hacettepe University. In 2014, she received her PhD from Gazi University, Faculty of Communication, Department of Public Relations.
She started her professional career at the Social Services and Child Protection Agency in 1988. In 1992, she transferred to the Prime Ministry General Directorate on the Status of Women. Within the same General Directorate, she worked as Deputy Head of the Social Status Department and then as Head of the Foreign Relations Department from 2004 to 2011.
In 2012, she was appointed as a Consultant to the Ministry of Family and Social Policies. In 2019, she was appointed as Deputy Secretary General responsible for Social Services, Health, Culture, and Public Relations in the Istanbul Metropolitan Municipality. From 2022 to 2024, she served as the Director of the Istanbul Tourism Platform. In June 2024, she was appointed as Deputy Secretary General of the Union of Municipalities of Türkiye.
She has given lectures at various universities in Ankara and Istanbul. She has academic publications on vulnerable groups and a published book titled "Gender Discrimination in Textbooks".
