Euro-Mediterranean Regional and Local Assembly (ARLEM)

The Euro-Mediterranean Regional and Local Assembly (ARLEM) is a community of local and regional representatives of the European Union and its Mediterranean partners. ARLEM was established in 2010 by the EU Committee of the Regions (CoR), regional organizations on the three shores of the Mediterranean and international organizations and European organizations representing local and regional governments within the Euro-Mediterranean Partnership.

Its goals are; to represent the local and regional authorities of the Union for the EU and the Mediterranean politically, to maintain political dialogue and to promote interregional cooperation.

Who are the parties constituting ARLEM?

ARLEM brings together 84 members in the EU and the Mediterranean. Memberships are equally divided between Mediterranean partners and the European Union. 42 members of the Assembly are determined by the Mediterranean partners and 42 members from the European Union (38 members of the Committee of the European Regions and 4 members representing the European local and regional government associations operating in the Euro-Mediterranean cooperation). Its members are composed of the elected persons at the regional or local level. It has co-chairs with equal representation powers by EU and Mediterranean partners.

How does the ARLEM operates?

ARLEM provides a forum for ongoing political dialogue. Through representative reports, it contributes to CoR's work on the advisory task. It also represents the local and regional level at the Union summits for the Mediterranean. ARLEM reporters prepare thematic reports on decentralized management, urban and regional development, cultural cooperation, information society, migration and integration, small and medium enterprises, trade, sustainable development, water management, waste management, energy, transportation, agriculture and tourism.
