Instrument for Pre-Accession Assistance (IPA)
IPA is a financial instrument in aid of candidate and potential candidate countries in the EU accession process. The following 4 priority areas have been identified for the IPA period 2021-2027.

Union Programmes
Research and innovation funding programme until 2027. Horizon Europe is the EU’s key funding programme for research and innovation with a budget of €95.5 billion.
It tackles climate change, helps to achieve the UN’s Sustainable Development Goals and boosts the EU’s competitiveness and growth.
The programme facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies.
It creates jobs, fully engages the EU’s talent pool, boosts economic growth, promotes industrial competitiveness and optimises investment impact within a strengthened European Research Area.
Legal entities from the EU and associated countries can participate.
Erasmus+ is a grant programme of the European Union covering the fields of education, youth and sport, implemented between 2021-2027. The Erasmus+ Programme aims to provide people with new skills, strengthen their personal development and increase their employment opportunities, regardless of their age and educational background. The budget of the Erasmus+ Programme across Europe for 2021-2027 is €28.4 billion.

- Black Sea Basin Cross-border Cooperation Programme
Black Sea Basin Cross-Border Cooperation Programme, in which Türkiye has participated in since 2007-2013 budgeting period of the European Union, is a multilateral cooperation programme implemented within the framework of the European Neighbourhood Policy which aims to strengthen cooperation among neighbouring countries and communities in Eastern Europe, the South Caucasus, and the Mediterranean basin, with the goal of enhancing stability, prosperity, and security in the region.
- INTERREG IPA Bulgaria-Turkey Cross-border Cooperation Programme
Bulgaria-Türkiye IPA Cross Border Programme is one of the CBC programmes where the Directorate for EU Affairs acts as the National Authority. The Programme is co-financed through the new target of ‘European Regional Cooperation' by the European Regional Development Fund and Pre-Accession Instrument. The overall objective is to achieve balanced sustainable development built upon the key strengths of the Bulgaria-Türkiye cross-border co-operation area in contribution to stronger European co-operation and integration
- Mediterranean Sea Basin Programme
The Managing Authority of the Interreg NEXT Cross-Border Cooperation Programme in the Mediterranean Sea Basin is the Administration of the Autonomous Region of Sardinia. The countries expected to participate in the program in the period 2021-2027 are Algeria, Southern Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestine, Portugal, Spain, Tunisia.
The program area of the Programme in Türkiye consists of these cities: Tekirdağ, Edirne, Kırklareli, Balıkesir, Çanakkale, Izmir, Aydın, Denizli, Muğla, Antalya, Isparta, Burdur, Adana, Mersin, Hatay, Kahramanmaraş, Osmaniye, Manisa, Afyonkarahisar, Kütahya, Uşak.
