As theUnion of Municipalities of T%u00fcrkiye, we are pleased to share,through this booklet,the innovativeand exemplary practices in the field of good governance developed by our municipalities that havequalifiedtoreceivetheEuropeanLabelofGovernanceExcellence(ELoGE),implementedincooperationwith the Council of Europe and the Arg%u00fcden Governance Academy with the public and the localgovernmentcommunity.TheELoGEProgramme,developedbytheCouncilofEuropewiththeobjectiveof strengthening the institutional capacity of local governments, enhancing the quality of localdemocracy,andpromotingtheprinciplesofgoodgovernanceatthelocallevel,hasbeenimplementedinT%u00fcrkiye since 2022 under the coordination of the Arg%u00fcden Governance Academy. As the umbrellaorganizationrepresentinglocalgovernmentsinT%u00fcrkiye,theUnionofMunicipalitiesofT%u00fcrkiyehasbeenactively involved in the process since 2024. In this context, our Union has provided institutionalcontribution at multiple stages ofthe programme, including the dissemination of application calls,theorganization of awareness-raising and capacity-building activities to assist municipalities in preparingtheirapplications,supportfortheevaluationprocess,andtheorganizationoftheawardceremony.TheELoGEframeworkisbasedonthefundamentalprinciplesofmodernpublicgovernance,includingdemocratic participation, openness and transparency, accountability, public ethics and the rule oflaw.The programme%u2019s evaluation system relies on a comprehensive methodology structured around 12PrinciplesofGoodDemocraticGovernanceand72indicatorsdesignedtoassess theperformanceandgovernance practices of local authorities. Municipalities applying to the programme undergo a multilayered assessment process that includes self-evaluation, citizen and stakeholder surveys, andindependentjury review.Based on the evidence and documented practices submitted, municipalitiesthat meet the required criteria under each principle are awarded the European Label of GovernanceExcellence (ELoGE). This booklet has been prepared to demonstrate how the municipalities awardedthe ELoGE label achieved this recognition through specific policy instruments, governancemechanisms,andinnovativepractices.Theexamplespresentedinthebookletillustrateabroadrangeofgovernance initiatives, from participatory decision-making processes and data-driven managementmodelstopoliciespromotingsocialinclusionandenvironmentallysustainablepractices.Inthisrespect,thepublicationservesasbothareferencedocumentandalearningresourceformunicipalitiesplanningtoapplytotheprogrammeinthefuture.Lookingahead,Ifirmlybelievethatadoptingthe12principlesandindicatorsoftheELoGEframeworkasa strategic guide in the design and implementation of local policies will strengthen the institutionalcapacity of our municipalities, further expand a citizen-oriented and accountable approach to localgovernance,andenablemoremunicipalitiesinT%u00fcrkiyetoattainthisprestigiouslabel.GoodPracticesBOOKLETSuat Y%u0131ld%u0131zUnion of Municipalities of T%u00fcrkiyeSecretary General
