ROMACTED is a joint programme between the European Union (DG NEAR) and the Council of Europe. It is implemented by the Council of Europe’s Roma and Travelers Team and the Office of the Directorate General of Programmes in Albania, Bosnai and Herzegovina, Kosovo, Montenegro, Serbia, North Macedonia and Turkey.
Romacted program in Turkey is carried out in cooperation with Union of Municipalities of Turkey and the Council of Europe with the aim of strengthening Roma citizens at the local level and expanding good governance practices.
The programme focuses to deal on several areas gathered around Roma citizens. Improving and expanding institutions commitment, capacities, knowledge and skills in working for Roma Inclusion by putting into practice the concepts of good governance is one of the main objectives of the program. In addition to this, it also aims to strengthen political will and support local development through capacity building of local authorities and ensure effective participation of Roma citizens in the local plans and projects. Empowering of the Roma citizens on the individual level by assisting them to practice their basic rights and expand their capacity and skills and also on the community level by guiding them to get organized to voice their needs and interests is another one of the substantial objectives of the programme.
ROMACTED Programme has two essential steps to be realized throughout the process which include the creation of a community action group (CAG) and facilitation of structured interaction with local authorities. In Turkey, Institutional Working Groups (IWG) were created in line with the ROMACTED Programme methodology in each one of the pilot municipalities along with the participation of the relevant public institutions. These steps are two essential actions to be implemented in all phases of the Participatory work cycle.
In scope of the programme 5 municipalities from Turkey have participated and practiced their actions which are Şişli Municipality, Konak Municipality, Edirne Municipality, Karadeniz Ereğli Municipality, Canik Municipality.
