Sister City Projects Conducted By UMT

The Turkish Swedish Municipal Partnerships Network Project (TUSENET)

Within TUSENET Project, six Swedish-Turkish municipal partnership networks were created between 23 Turkish and 6 Swedish municipalities, – each composed of one Swedish municipality and 3-5 Turkish counterparts. The networks were organized and developed for structured exchange of thematic experience. A seventh network was established between SALAR and UMT, with the stated purpose of the Organizational Development (OD) of UMT.

Municipal partnership networks aimed the following:

  • Supporting improvement of local self-governance and local democracy in Turkey
  • Capacity building of pilot Turkish municipalities and UMT for them to take active role in EU integration process
  • Development of efficient and functional partnerships between Turkish and Swedish municipalities
  • Supporting efficient service delivery of local governments

Following the same goals, each module had various working areas:

1- Istanbul Metropolitan, Büyükçekmece, Zeytinburnu and Adalar Municipalities cooperated with Stockholm and Nacka Municipalities on environmental protection, technical infrastructure, water, waste water and solid waste management module,

2- Tepebaşı, Altındağ, Nilüfer, Osmangazi and Yıldırım Municipalities cooperated with Umeå Municipality on taxes, charges, budgeting, financial follow-up and monitoring, as well as skills and leadership development module,

3- Manisa, Karşıyaka and Bornova Municipalities cooperated with Kalmar Municipality on sustainable tourism, triple helix cooperation module,

4- Antalya Metropolitan, Muğla, Tarsus Municipalities cooperated with Malmö Municipality on sustainable social, economic and environmental development module,

5- Gaziantep Metropolitan, Osmaniye, Şırnak and Midyat Municipalities cooperated with Karlstad Municipality on town planning, land use, risk management module,

6- Samsun Metropolitan, Ordu, Amasya and Giresun Municipalities cooperated with Kalmar Municipality on local economic development and growth, support for small and medium-sized enterprises, employment and tourism module.



Turkish-Swedish Partnership For Local Governance  (TUSELOG)

The overall objective of the TUSELOG project is to contribute to enhanced local governance in Turkey. SKL International cooperates with the Union of Municipalities of Turkey (UMT) and the Swedish Association of Local Authorities and Regions (SALAR), with the purpose of strengthening UMT organizational capacity, lobbying/service capacity and EU integration capacity as well as to improve municipal capacity to provide services through municipal partnership networks and strengthened capacity in Turkish municipalities.


TUSELOG Municipal Partnership Networks

- Municipal Management:

The municipalities of Şişli, Manisa, Tarsus and Çorum (Turkey) and Huddinge (Sweden) focus on “Quality and Efficiency of Municipal Services” through determining and applying standardised and comparable indicators, measuring quality and efficiency, related to mutual municipal services.


- Gender Equality:

The municipalities of Ordu, Giresun and Osmangazi (Turkey) and Kalmar (Sweden) focus on gender equality through a project called “Turkish Swedish Gender Equality Network” to improve the awareness and capacity among municipal staff and politicians on how to deliver gender equal services at the local level.


- Ecologically Sustainable Urban Development:

The municipalities of Gaziantep, Nilüfer, Muğla and Antakya (Turkey) and Karlstad (Sweden) focus on “Ecologically Sustainable Urban Development” through conceptualizing and modelling a high level of sustainability in an urban development or regeneration area towards an eco-city concept.


 - Waste Management:

The municipalities of Burdur, Erzincan, Karaman and Malatya (Turkey) and Linköping (Sweden) focus Waste Management through a project called “Increasing Awareness about Source Separation of Biodegradables and Recyclables”, to improve municipal capacity to provide services in the area of sustainable waste management regarding biodegradables and recyclables in order to develop market conditions for sustainable business activity regarding these waste streams.


 - Energy:

The municipalities of Bornova, Karşıyaka, Zeytinburnu and Büyükçekmece (Turkey) and Umeå (Sweden) focus on Energy issues through a project called “Energy Efficiency Measures and Public Awareness Methods”, to improve municipal capacity to provide service in the area of energy efficiency, CO₂ reduction and renewable energy (e.g. through public awareness).

Local Governmets   East (LOGO – EAST) Turkey Program

  • Our Union conducted “Local Governments – East (LOGO – East) Turkey Program” in cooperation with International Cooperation Agency of Association of Netherlands Municipalities (VNG-International). 
  • Within the scope of the program, 11 projects in different areas were conducted with the sister city relations among 8 municipalities from Holland and 9 from Turkey.


Project Of Cooperation Development Between Municipalities In Turkey And Spain
The project was conducted by UMT in cooperation with Union of Municipalities of Spain (FEMP) in 2008-2010 period under the umbrella of Turkey and EU Civil Society Dialogue Project and within the frame of Cities and Municipalities Grant Program. Within the scope of Turkey and EU Civil Society Dialogue Project, among the objectives of the Municipalities Grant Program are;

 Increasing the dialogue between Turkish municipalities and municipalities of EU candidate countries and strengthening the establishment of sustainable cooperation,

Supporting active, transparent and participatory local governance and provision of high quality service.
